The final stop of our trip to Shanghai was a visit to the "Shanghai Municipal Party School," where we participated in a lesson that could be titled the "Roadmap to Success"; a lesson on "Implementing the Party's Correct Vision for Healthy Administrative Performance." The importance of this lesson lies in presenting a new understanding of "success." Here we learned that healthy administrative performance is not just about raising numbers and growth rates, but about "scientific development." This means that decisions must be based on research, not randomness; they must be for the long-term benefit of the people, not for the temporary fame of officials. This vision transforms administration from a rigid bureaucracy into a living process where environmental protection, social justice, and quality of life are the primary criteria for evaluation.
Later, we headed to the "Lujiazui" area to see the practical dimension of that philosophy. At the Party's mass service center, we saw how the Party is present as a protector and servant in the heart of one of the world's largest
