Governance and Service Experience in China: A New Perspective from the Middle East
To understand modern China, one must examine the history and strategies of the Communist Party of China (CPC). In this context, a delegation from the Global Civilization Initiative (GCI) Research Center visited Shanghai to closely observe the country's developments. Their first stop was the historic site where the CPC was founded.
There, Kawa Mahmoud, former Secretary of the Central Committee of the Kurdistan Communist Party – Iraq and head of the delegation, expressed his admiration for the city, stating: Shanghai is a reflection of the great achievements the CPC has made throughout its long journey, especially as a model for high-quality development. This historic trip left a profound impact on the delegation members.
Nabaz Abdullah, Executive Director of the GCI Research Center and member of the International Relations Bureau of the Kurdistan Communist Party, noted that China's success is rooted in its principles, saying: In 1921, a political force was born that managed to change the whole world. History shows that true success comes from remaining loyal to your original goals and never losing your connection with the people.
During another segment of the visit, the delegation visited the Shanghai Party School to learn about a governance philosophy that places humans at the center of all priorities. Nabaz Abdullah remarked: The slogan 'People First' signifies high-quality development and common prosperity. The people are at the peak and are the beneficiaries of every plan.
Kawa Mahmoud, who has closely followed the theoretical visions of the Chinese leadership, added: It is difficult to say which specific aspect had the most impact—I can say that all parts of the book series 'The Governance of China' have left a deep impression on me.
At the final stop, the delegation visited a service center in the heart of the business district that serves ordinary citizens. Kawa Mahmoud reaffirmed: The CPC has taken a series of important measures in grassroots governance and providing services to the people. The CPC truly serves the people, listens to their needs, and solves their problems.
Nizam Mohammed, a board member of the research center, described this model as a global example, saying: I believe this is a great achievement for history and for China’s experiences. It is a model for others to follow. He concluded the trip by stating: We saw the economic, social, and cultural aspects of the city, and we saw how the CPC interacts with its people. This provides a very good life for the citizens. This gives me every reason to say that China is on the right path.
